27% of all South Island households (over 100,000) do not have access to the internet according to the 2013 Census. How do we expect the people in these households to engage in a digital society? Or have they made choices not to engage? Libraries and organisations promoting digital literacy like the 2020 Trust are working to address this challenge, but are they having any impact? What else could help?
